1. Reasons for Amendment
The actual conditions of management were audited by the Board of Audit and Inspection to enhance the safety of pipes carrying high-pressure gases, chemical substances, and hazardous substances in relation to major petrochemical complexes nationwide. The audit resulted in a notification (February 27, 2022) to establish measures to manage pipe information by including pipes carrying high-pressure gases pursuant to the High-Pressure Gas Safety Control Act, pipes carrying chemical substances pursuant to the Chemical Substances Control Act, and pipes carrying hazardous substances pursuant to the Act on the Safety Control of Hazardous Substances within the scope of underground structures.
Accordingly, this Amendment includes such pipes within the scope of underground structures and requires pipe fitters to submit pipe information to the local government or the Ministry of Land, Infrastructure and Transport so as to enable local governments, etc. to manage industrial pipe information in an organized manner, utilize such information in such affairs as granting excavation permissions and disaster response, and make every effort to ensure thorough management of underground safety.
2. Major Provisions
A. Expand the scope of underground structure management (subparagraph 14 of Article 2, etc. newly inserted)
1) Reflect high-pressure gas pipes pursuant to the High-Pressure Gas Safety Control Act, and factories, etc. pursuant to the Act on the Safety Control of Hazardous Substances and handling facilities pursuant to subparagraph 11 of Article 2 of the Chemical Substances Control Act that are pipes carrying hazardous chemical substances.
