1. Reasons for Amendment

○ Respond to requests to designate a relevant department or institution following increased import volumes and concerns over place-of-origin fraud and apply the national agenda*(72-5) action plan

* Gradual expansion: (2021) 14 items -> (2022) 18 items -> (2023) 20 items -> (’2025) 25 items -> (2026) 30 items

○ Respond to the continuous increase in place-of-origin fraud* by progressively expanding the scope of items subject to traceability management to boost the efficiency of place-of-origin label management and otherwise encourage fair trade

* Identified cases of deceptive labeling of, or failure to label, the place of origin: (2020) 2,969 cases -> (2021) 3,115 cases -> (2022) 3,191 cases

2. Major Provisions

A. Newly designate four items and one category that have been deliberated on by the “Traceability Management Deliberation Committee” as items subject to traceability management of imported agricultural products, and specify a designation period of three years

* Four newly designated items: Mung bean (dried), carrot, bracken (frozen, dried), spring onion (frozen, dried) / One category: Onion (frozen)

B.  Add the four newly designated items and one category in [Table 1] (Agricultural products and other items subject to traceability management) and designate a period (January 1, 2024 - December 31, 2026). In Form 1, replace “Article 6 of the Notice on Traceability Management of Imported Agricultural Products, etc.” with “Article 6 of the Notice on Traceability Management of Imported Agricultural Products, etc.” In the same Form, replace “traceability of imported agricultural products” with “traceability of imported agricultural products, etc.” In the instructions of the same Form, replace “first day of sale” with “first day of transfer,” “quantity imported” with “loss,” and “quantity imported” with “loss.”
