1. Reasons for Amendment

This Amendment ensures consistency with amendments to the Aviation Safety Act in relation to synthetic flight trainers and announces methods, standards, etc. on the designation and testing of synthetic flight trainers.

2. Major Provisions

A. Reflect amendments to the Aviation Safety Act and the Enforcement Rule of the same Act.

1) Add basic aviation training devices to flight simulators and aviation training devices.

2) Change flight simulator grades 1 through 3 to grades A through D (grades B through D for helicopters).

3) Change aviation training devices from airplanes (A through D) and helicopters (single grade) to grades 4 through 7, and classify basic aviation training devices (airplanes/helicopters) under a single grade. 

 B. Classify standards on the performance of each type of flight simulators/aviation training devices (airplanes/helicopters) using general, quantitative, and qualitative criteria (test basic aviation training devices without distinction).

 C. Amend provisions so that some tests may be omitted when another operator applies for designation and meets the requirements within the valid term of an already designated synthetic flight trainer.

 D. Minimize inconvenience to airlines, training institutions, etc. by prescribing grounds to recognize the previous grade, valid term, and scope of operation of synthetic flight trainers that were designated under the Notice prior to the Amendment.
