1. Reasons for Amendment

 ㅇ To relieve the burden of electrical facility safety management for renewable energy generation operators and electric vehicle charging operators in accordance with the revision of Electrical Safety Management Act.

   * Article 22, Paragraph 3 of the Electrical Safety Management Act and Article 25, Paragraph 3 of the Enforcement Rules of the same Act

 ㅇ To address shortcomings in the operation process of the system, including the use of safety-certified products when installing remote monitoring and control functions

2. Major Provisions

A. Establishment of standards for remote monitoring and control of wind, hydropower, bioenergy, and electric vehicle charging facilities (Article 4, Paragraphs 7 to 10, Annex Tables 5 to 8)

 ㅇ The development of standards for remote monitoring and control functions for wind, hydropower, bioenergy, and electric vehicle charging facilities is aimed at easing safety management burdens for operators who utilize digital technology.

   * (Current) Tunnel electrical facilities, solar power, fuel cells, tidal power plants

  → (Revised) Current + Wind, hydropower, bioenergy, electric vehicle charging facilities

B. Establishment of legal certification and performance document verification procedures for remote monitoring and control system equipment (Article 4, Paragraph 11)

 ㅇ To ensure the reliability of remote monitoring and control equipment, improvements have been made to require inspection agencies to verify legal certification, KS, and performance documents, such as the KC certification.

   * (Newly established) Inspection agencies are required to verify legal certification, KS, and performance documents.

C. Relaxation and adjustment of monitoring functions for hydropower generation (run-of-river type) (Annex 4)

 ㅇ Adjustment of some remote monitoring items to allow the use of video equipment and other means, taking into account the operational difficulties faced by operators

   * (Current) Leakage amount, positive pressure measurement  → (Revised) Utilization of video equipment to check subsidence, slope, and water leakage

D. Other wording corrections (definition of terms and clarification of remote monitoring targets, etc.)

 ㅇ Addition of terminology definitions (bioenergy power generation facility, hydroelectric power generation facility) (Article 3, Paragraph 1, Items 8 and 9)

 ㅇ Clarification of terminology (hydroelectric power generation facility → hydroelectric power generation facility (run-of-river type), display → check, delete generator, current → current (or power)) (Annex 4) 

 ㅇ Clarification of the scope of run-of-river type power generation facilities (From hydroelectric generators to grid connection points) (Annex 4)

 ㅇ Inclusion of run-of-river type power generation facilities (below 300 kW) for electrical safety management delegation (Annex 4)

 ㅇ Addition of application and verification forms as inspection targets (Wind power, Bioenergy, Electric vehicle charging facilities) (Annex 1, 2)

 ㅇ Revision of duplicate statutory provisions (Article 3, Paragraph 1, Item 7)
