1. Reasons for Amendment
This Amendment aims to rationalize subjects of approval of the modification of port facility security plans and prescribe the legal basis to mandate completion of education and training, by a security training institution for screening personnel who use an X-ray screening system at an international passenger terminal, currently conducted in accordance with the guidelines, and to simplify the qualification check procedure for port facility security officers or the internal security evaluators, and otherwise aims to supplement the existing system, in order to perform the port facility security duties effectively.
2. Major Provisions
A. Rationalize the subjects of approval of the modification of port facility security plans (Article 30 revised)
Exclude insignificant modification of facility, equipment and personnel from the subjects of approval of the modification of port facility security plans.
B. Modify the port security educational and training system (Article 50 (8) newly inserted)
This Amendment aims to strengthen the competence of security personnel who use an X-ray screening system at an international passenger terminal by prescribing the legal basis to mandate completion of education and training conducted in a security training institution under Article 40 for screening personnel.
C. Simplify the qualification check for port facility security officers, etc. (attached Forms 16 and 23-2 revised)
This Amendment aims to reduce the burden of unnecessary complaints by making amendments to forms, including marking of whether qualification requirements are met in a written designation for current port facility security officers or the internal security evaluators.
