1. Reasons for Amendment

The Amendment aims to eliminate blind spots in building fire safety by strengthening construction management standards for fire compartments and interior finishing material standards for small medical facilities, etc. used by vulnerable evacuees, and clarifies provisions to prevent confusion in applying the interior finishing material standards.

2. Major Provisions

A. Strengthen construction management of fire compartments in buildings (Article 18-2 (2))

Fire compartments are important structures that prevent the spread of flames, etc., but it is difficult to visually check whether they have been appropriately built when conducting a final inspection. Accordingly, the Amendment strengthens construction management standards by requiring permitting authorities to record and submit photographs and videos of the construction site when building a fire compartment in a public-use building.

B. Clarify and expand the scope of application of interior finishing material standards (Article 61 (1))

Buildings where a fire compartment is installed for every 200 or fewer square meters of floor area of the living room are not subject to the interior finishing material standards, but it is unclear as to whether this includes buildings where the floor area of the living room is 200 square meters or less. Accordingly, the Amendment clarifies that buildings where the floor area of the living room is 200 square meters or less shall not be subject to the interior finishing material standards, and expands the scope of application of the interior finishing material standards to include clinic-level medical institutions, postnatal care centers, etc.
