1. Reasons for Amendment

The Act on the Promotion of the Transportation Convenience of Mobility Disadvantaged Persons was amended (Act No. 18784; promulgated on January 18, 2022; to be enforced on January 19, 2024) to ensure the convenient use of tramways and cableways by mobility disadvantaged persons by adding trams and tram facilities to the scope of means of transportation and passenger facilities and accordingly, this Amendment prescribes the types of convenient mobility equipment to be installed in trams and tramway facilities. The Act on the Promotion of the Transportation Convenience of Mobility Disadvantaged Persons was also amended (Act No. 00000; promulgated on August 00, 2023; to be enforced on February 00, 2024) to prescribe grounds for the State and local governments to subsidize the cost of wheelchair lift installation by charter bus business entities and accordingly, this Amendment prescribes the subsidized items and other matters delegated by the Act and matters necessary for the enforcement thereof.

2. Major Provisions

A. Add trams and tramway facilities to the scope of targets required to install convenient mobility equipment (subparagraphs 1 (g) and 2 (i) of attached Table 1 newly inserted) 

Ensure the convenient use of tramways/cableways by mobility disadvantaged persons by adding trams pursuant to subparagraph 3 of Article 2 of the Tramway Transportation Act that are used to transport passengers (for cableways, this shall be limited to enclosed cars) to the scope of means of transportation required to install convenient mobility equipment, and by adding tramway facilities (this shall be limited to facilities that are used directly by passengers) pursuant to subparagraph 3 (a) of Article 2 of the Tramway Transportation Act to the scope of passenger facilities.

B. Prescribe the types of convenient mobility equipment to be installed in trams and tramway facilities (subparagraphs 1 and 2 of attached Table 2 amended)

Specify public address systems, written information boards, destination markers, seats for mobility disadvantaged persons, etc. as the types of convenient mobility equipment to be installed on trams, and specify pedestrian access ways, entrances that can be accessed by mobility disadvantaged persons, dedicated parking spaces for people with disabilities, tactile paving, platforms, etc. as the types of convenient mobility equipment to be installed at tramway facilities.

C. Prescribe subsidy eligibility for charter bus transport business entities that intend to install wheelchair lifts, etc. (Article 14 (5) and (6) amended)

Prescribe that the Minister of Land, Infrastructure and Transport and heads of local governments may partially subsidize the cost of conversion when a charter bus transport business entity pursuant to subparagraph 2 (a) of Article 3 of the Enforcement Decree of the Passenger Transport Service Act installs wheelchair lifts in existing buses, or partially subsidize the cost of introducing buses that are equipped with wheelchair lifts.
