1. Reasons for Amendment
This Partial Amendment aims to charge fees for social integration programs to encourage active learning from program participants and improve the quality of the programs by securing funding sources, and expand the scope of local governments allowed to request the prohibition of departure as part of the devolution of regulatory authority.
2. Major Provisions
A. Expand the scope of local governments allowed to request the prohibition of departure (Article 2)
- Expand the scope of local governments allowed to request the prohibition of departure against local tax delinquents as part of “the devolution of regulatory authority” to strengthen autonomy and decentralization for local governments from regional local governments to 4 special sis with a population of greater than 1 million (Goyang, Suwon, Yongin, and Changwon)
B. Charge education fees for social integration programs (Article 48, paragraph 4 and paragraph 5)
- Improve responsibility among education participants and make learning more effective by charging education fees for social integration programs, while securing funding sources to improve the education environment and quality
C. Specify the types of businesses not permitted under activities for the Work and Visit (H-2) Visa (Table 1-2)
- Consider public value and professionalism in the types of businesses in “public administration, defense, and social security administration” and “international and foreign institutions” not permitted due to the nature of H-2 (Work and Visit) allowing manual work as permitted types of businesses, and specify them as types of businesses not permitted
