1. Reasons for Amendment

In light of the partial amendment to the Control of Livestock and Fish Feed Act on December 28, 2023, aimed at enhancing the safety of feed, it is  intended to establish detailed provisions for its implementation and revise regulations based on feedback from the field and other sources.

2. Major Provisions

A. Differentiation of training types as new and regular due to mandatory HACCP training (Article 16, Article 17 amended)

B. Establishment of administrative penalty criteria, including corrective orders, for those who have not completed HACCP training (Table 5 amended)

C. Inclusion of sellers as obligated parties for compliance with labeling requirements (Article 14 amended)

D. Establishment of provisional grounds for registration cancellation at the time of registration for those subject to restrictions on reregistration in the manufacturing industry (Table 11 amended)

E. Addition of submission documents for feed ingredient registration (Article 12, Forms 6 and 7 amended)

F. Expansion of eligibility for feed inspector qualifications (Article 27 amended)

G. Relaxation of standards for facilities in the production of single-feed (Table 3 amended)

H. Expansion of the scope of feed disposal measures (Article 34 amended)

I. Name modification (Table 1 amended)

J. Shortening of the period for reissuing feed manufacturing and ingredient registration certificates (Form 10 amended)
