1. Reasons for Amendment

ㅇ This amendment aims to take necessary measures for safe rolling stock operation in a timely manner by establishing an emergency reporting procedure to ensure rapid recovery from emergency situations in railroad protection zones, simplifying the reporting and acceptance process where it is deemed that there is no interference with the safe operation of rolling stock, and requiring immediate notification in an emergency situation that poses a risk to rolling stock operation and situations that are likely to pose a risk to rolling stock operation, such as facility (telephone poles, etc.) tipping over or ground subsidence. 



2. Major Provisions


A. For rapid recovery of emergency situations such as the overturning of construction equipment or facilities (telegraph poles, etc.) and ground subsidence in railroad protection zones, a person who intends to carry out an act in a railroad protection zone may fill out an emergency conduct report in the railroad protection zone in the Attached Form 1-2 and submit it to the railroad protection zone manager, and the railroad protection zone manager shall review whether it is an emergency situation and notify the applicant (Article 5 (2)).



B. When a railroad protection zone manager receives a report on an act falling under Article 5 (1) 3, he or she shall request a review from the railroad facility manager and the railroad carrier. If the railroad protection zone manager determines that there is no impediment to the protection of railroad facilities and the safe operation of rolling stock, he or she may not request a review from the railroad facility manager and the railroad carrier (Article 6 (1)).



C. When an accident that may pose a risk to rolling stock operation occurs, such as overturning of construction equipment or facilities (telegraph poles, etc.), and ground subsidence, the reporter shall immediately notify the nearest station, railroad protection zone manager, railroad carrier, and traffic controller of the fact, and if necessary, request the nearest station to suspend rolling stock operation (Article 11 (1)).
