1. Reasons for Amendment and Major Provisions


As a result of the amendment to the Hygiene Products Management Act (Act No. 19323, promulgated on March 28, 2023, and effective on March 29, 2024), which empowers authorities to order the recall, disposal, or other necessary measures for hygiene products which empowers authorities to order the recall, are likely to cause health and hygiene risks, it is necessary to establish criteria and standards for the hazardousness grade for recalls, the procedures for recalls, including reporting recall plans, the disposal of recalled hygiene products, and post-recall measures, as delegated by the law and necessary for its enforcement. 


In order to ensure the effectiveness of administrative dispositions, it is to establish a basis for confirming compliance with the disposed businesses within six months. The amendment is intended to improve and supplement some of the shortcomings in the operation of the current system, such as allowing residential buildings to be used as offices in cases where businesses engaged in the importation of hygiene products operate in the form of e-commerce and online sales, where customers do not visit physical offices.
