1. Reasons for Amendment

The amendment aims to improve on-site regulations to allow for the installation of meat IoT vending machines in outdoor locations, making it easier for the public to purchase meat. Additionally, it seeks to enhance the safety management of livestock products by establishing standards for the collection and retrieval of inspection samples and enabling more efficient Salmonella testing for edible eggs. These changes are intended to address certain shortcomings in the current system and ensure that they are more noticeable and beneficial to both the public and the industry.



2. Major Provisions


A.  Allowance of outdoor installation of IoT meat vending machines, etc. (Table 10 Subparagraph 8 (a) and (b) 1), and Table 13 Subparagraph 3 (a) 1) through 5) newly inserted)


Allowing the hygienic installation of IoT (Internet of Things) (The technology that connects all objects via the internet to share and communicate information.) technology-based meat vending machines in outdoor locations, enabling the sale of meat, and providing consumers with easy access to purchase meat.



B. Extension of the Deadline for Reporting Production Records (Article 54 (1) 3)


Operators of livestock processing and meat packaging and processing businesses are required to report their production records within one month after the end of the relevant year. However, considering the concentrated production and sales activities at the year-end, the reporting deadline shall be extended until the end of February of the following year. 



C. Simplification of Temporary Area Change Reporting for Meat Sales Business Operators (Article 36 (1) 4)


Meat retailers operating business in supermarkets, discount stores, and similar establishments, who temporarily extend their operational space for holiday events or promotional activities, shall be exempted from reporting obligations if they submit an event plan and receive confirmation from the competent authority regarding hygiene or safety issues.



D. Revision of Obligations Regarding the Provision of Egg Sorting and Packaging Confirmation Certificates (Table 12 Subparagraph 3-2 (i), and Table 13 Subparagraph 3 (s) 5)


Following the completion of mandatory egg sorting and packaging for household and commercial distribution, the obligation for egg sorting and packaging operators to issue egg sorting and packaging confirmation certificates and for egg collection and sales operators to provide copies of such certificates shall be removed.



E. Establishment of Criteria for Collecting and Gathering Animal Products Inspection Samples (Table 6 Remarks 6)


To ensure the safety of eggs supplied to consumers, improvements shall be made to allow for the collection of inspection samples for microbial testing, etc. in quantities exceeding the specified limit recognized by the Minister of the Ministry of Food and Drug Safety.
