1. Reasons for Amendment

The Amendment improves and supplements the control system for daily use consumer chemical products by strengthening essential safety standards and improving and streamlining regulations, etc. based on risk assessment results on daily use consumer chemical products in accordance with the Consumer Chemical Products and Biocides Safety Control Act.

2. Major Provisions

A. Strengthen essential safety standards

 1) Strengthen safety and labeling standards for daily use consumer chemical products subject to safety verification that are already subject to controls.

ㅇ Add safety standards on prohibited ingredients and restricted ingredients for 20 items including cleaning agents and laundry detergents.

ㅇ Add wording requirements for precautions for use for each product (deodorizers and whiteners, cosmetic adhesives, artificial eye sprays).

 2) Strengthen safety standards for the containers and packaging of daily use consumer chemical products subject to safety verification. 

ㅇ Expand the scope of items subject to child-resistant packaging requirements (from laundry capsules to capsule-type products).

 3) Clarify the scope of “daily use consumer chemical products for humidifiers.”

ㅇ Add definition of “humidifier” to clarify the scope of “daily use consumer chemical products for humidifiers,” which are subject to approval.

B. Improve and streamline regulations

 1) Ease safety standards for methyl methacrylate in cosmetic adhesives.

ㅇ Exclude from the prohibition on the use of methyl methacrylate and prescribe content limits only in cases where polymethyl methacrylate is used as an ingredient.

 2) Add preservatives that may be used in daily use consumer chemical products subject to safety verification that are already subject to controls.

ㅇ Add preservatives that may be used in 19 types of products, including cleaning agents and removal agents, based on risk assessment results.

 3) Improve safety standards on the containers and packaging of large-volume products.

ㅇ Exempt from container strength/leakage testing those cases where safety standards have been met under other laws, and specify weight/volume error margins.

 4) Clarify the applicability of biodegradability standards to laundry products.

ㅇ Apply biodegradability standards to laundry detergents and fabric softeners containing surfactants regardless of whether the products are synthetic or natural.

C. Other matters

 1) Update the list of daily use consumer chemical products subject to safety verification that are subject to approval.

 2) Clarify the point in time at which amendments to safety and labeling standards for daily use consumer chemical products subject to safety verification apply.

 3) Clarify the applicability of safety standards for heavy metals.

 4) Add recommended wording for precautions for use, improve the labeling method for pictorial symbols, etc.
