1. Reasons for Amendment

As the hacking incident of an apartment wall pad highlighted the importance of strengthening the management of home network equipment security, it is necessary to establish a management system, such as newly inserting the basis for maintenance to ensure home network equipment is properly managed by apartments.



2. Major Provisions


A. Add “matters regarding the maintenance of intelligent home network equipment” in standing rules for management rules to ensure that home network equipment is properly managed by apartments based on management rules (Article 19)


1) Difficult to ensure effective management as nothing about home network equipment is stated in applicable laws and regulations, which define standing rules, although home network maintenance regulations have been added to standing rules for management rules distributed to local governments so that home network equipment can be managed by apartments themselves.


2) Improve the management of home networks by apartments based on management rules by adding the maintenance of home network equipment to standing rules to serve as the basis for management rules.


3) Expected to ensure the effective management of home networks by establishing the legal basis for apartments to maintain home networks.



B. Additionally designate safety training institutions in preparation for increased demand for training as professional training about home networks is required due to the new insertion of the home network safety officer (Article 95)


1) There are currently only two training institutions, which are related to housing, although demand for training is expected to increase rapidly as related training is required to facilitate work performance with the new insertion of the home network safety officer (Article 11 of Enforcement Rule). 


2) Add related professional institutions and organizations, including information and communications, as training institutions that can teach basic concepts and knowledge about home networks.


3) Promote capacity building in home networks to initiate quick and basic responses to emergency situations or resident needs.
