1. Reasons for Amendment

❍ Prepare fertilizer facility criteria delegated to the Administrator of the Rural Development Administration under Article 12 and Article 19 of the Enforcement Decree of the Fertilizer Control Act with the new insertion of fertilizer process specifications.

   * Production facility criteria for ordinary fertilizers or other fertilizers among byproduct fertilizers are delegated to the Rural Development Administration.

   * Biochar based on agricultural and forestry byproducts and livestock manure is newly inserted and categorized as other fertilizers among byproduct fertilizers.

2. Major Provisions
