1. Reasons for Amendment

 ❍ This Partial Amendment aims to partially amend the Notice on the Setting of Fertilizer Process Specifications delegated under the Fertilizer Control Act, including the new insertion of process specifications for "biochar" based on agricultural and forestry byproducts and livestock manure.



2. Major Provisions

 ① Newly insert process specifications for biochar based on agricultural and forestry byproducts and livestock manure (Tables 1, 2, 3, and 5)

- Newly insert process specifications for biochar pyrolyzed (carbonized) from agricultural and forestry byproducts (e.g., wood and crop residue) and livestock manure (e.g., cow and chicken manure)

 * Biochar is a compound word of biomass and charcoal.

- Remove “charcoal” and integrate with biochar based on agricultural and forestry byproducts as charcoal specified in the current Notice has mostly similar properties to biochar, except for pyrolysis temperature (Table 2)

 * Charcoal was set as a carbonization byproduct of natural wood (combustion residue from the thermal power plant) (December 15, 2020).


 ② Amend the name of food waste dry powder (Article 6, Table 5) 

- Rename it to increase the effect of replacing imported castor meal due to a sense of refusal towards (avoidance of purchasing) the term “waste” in food waste dry powder

 * (Fertilizer raw materials) Allowed raw materials to be used as an alternative for imported castor meal (March 28, 2019)

 * (Ministry for Food, Agriculture, Forestry and Fisheries) It received a suggestion from a policy meeting by the Korea Federation of SMEs in December 2022, and consulted with this Ministry and accepted the suggestion.

 * (Ministry of Environment) It does not count as waste if recycled under the Wastes Control Act as it is a raw material for fertilizers.


 ③ Newly insert a description distinguishing sulfur fertilizers, for which process specifications were previously set (September 30, 2022) (Article 2)
