1. Reasons for Amendment

This Amendment addresses areas requiring improvement as identified in the investigation of the fire at the Samhwan Art Nouveau Apartments in Ulsan by prescribing that dedicated pipes shall be installed for standpipe systems to enable normal supply of water to standpipe systems even upon sprinkler system activation. It also prescribes regulations on the installation of water tanks for pump performance testing to address the lack of such provisions, and otherwise addresses a number of weaknesses that have emerged from the operation of the current system.

2. Major Provisions

A. Ensure performance even upon sprinkler system activation by prescribing that a dedicated main pipe with a bore diameter of not less than 100 mm shall be installed, and that pipes may be shared only for indoor fire hydrant systems (Article 5 (1) 1).

B. Prescribe detailed standards on the installation of performance testing pipes to address the lack of such provisions (Article 5 (4)).

C. Specify standards on the installation of water tanks for pump performance testing to address the lack of such provisions (subparagraphs 5-2, 5-3, and 5-4 of Article 8).

D. Allow Siamese connections to be shared only for indoor fire hydrant systems as has been allowed for the pipes of indoor fire hydrant systems (Article 11).
