1. Reasons for Amendment
The proposed changes include an expansion of the record items and requirements of Event Data Recorders (EDRs), mandatory installation of carbon monoxide alarms in camping vehicles, strengthening of rear under-run protection requirements for trucks and special vehicles weighing over 3.5 tons, mandatory automatic on/off headlights, enhancement of automatic steering functions in Lane Keeping Assist Systems, relaxation of brake light illumination standards, adjustment of deceleration limits for emergency brake systems in medium and heavy-duty vehicles, and relaxation of headlamp luminance accuracy standards for adaptive front lighting systems. These changes aim to address operational deficiencies in the current regulations and align with amendments made to related laws such as the Road Traffic Act, the Fire Facility Installation and Management Act, and the Enforcement Rules of the Automobile Management Act.
2. Major Provisions
A. The proposed amendment involves a revision to the definition of child transport passenger vehicles (Article 2)
B. The proposed amendments aim to revise the criteria based on the addition of ultra-compact special vehicles and other changes in Appendix 1 of the Enforcement Rules of the Automobile Management Act (Articles 2, 6, 26, and 90 of the proposal)
C. The proposed law aims to relax the mandatory deceleration range and lighting conditions for brake lights triggered by automatic control braking and the regenerative braking system (Article 15, Annex 5-2)
D. The proposed law introduces new standards for the mandatory installation of gas leak detectors inside the cargo compartment when manufacturing camping vehicles (Newly established Article 18-4)
E. The proposed law aims to relax the regulations to allow for the installation of auxiliary brake lights on all vehicles (Article 43)
