1. Reasons for Amendment
This amendment aims to provide a basis for the installation and operation of high-risk pest disinfection research facilities and promote efficient work by improving and supplementing some of the shortcomings of the current Notice.
2. Major Provisions
Provide a basis for the installation and operation of research facilities required for R&D and experiments on disinfection and control methods for high-risk plant pests
❍ Require the phytosanitary measures and biosafety research building (BL3) facilities to develop living modified organisms with banned pests, which are high-risk plant pests, or to test and research disinfection and control methods using them to comply with safety management level 3 or higher installation and operation standards
Provide measures to prevent dangerous accidents at fumigation sites and to those exposed to fumigants
❍ Ensure worker safety by attaching a “Caution” sign on the inside of the container door after completing fumigation using methyl bromide for treatment of fruits, vegetables, grains (including feed), and wood products imported in containers
❍ Require attaching a “Flammable Gas (No Fire Allowed)” hazard sign to containers, tents, carrying vessels, and fumigation facilities fumigated with flammable fumigants such as ethyl formate, phosphine, and EDN
