1. Reasons for Amendment

The Parking Lot Act was amended (Act No. 19686; partially amended on August 16, 2023; to be enforced on August 17, 2024) to newly insert occasional inspections and self-inspections of mechanical parking lots. Accordingly, this Amendment specifies the scope of occasional inspections of mechanical parking lots, self-inspection items and methods, and other matters delegated by the Act. It also aims to expand the use of mechanical parking lots by increasing maximum vehicle size requirements for mechanical parking lots and correspondingly increasing parking area sizes and other standards for the establishment of mechanical parking lots.


2. Major Provisions

A. Increase maximum vehicle size requirements for mechanical parking lots, increase parking area sizes and other standards for establishment (Article 16-2, Article 16-5)

Expand the use of mechanical parking lots by increasing the maximum vehicle size requirements for mechanical parking lots, and correspondingly increasing parking area sizes and other standards for the establishment of mechanical parking lots


B. Specify the scope of the newly inserted occasional inspections of mechanical parking lots, and prescribe supporting documents for applications for occasional inspections, the inspection period, etc. (Article 16-8, Article 16-9, attached Forms 8-8, 8-9, and 8-10 amended)

 Specify the scope of occasional inspections, and prescribe supporting documents for applications for occasional inspections, the inspection period (30 days), etc.


C. Prescribe items and methods for the newly inserted self-inspections of mechanical parking lots (Article 16-15, attached Form 15-4)

Prescribe self-inspection items and methods, etc.


D. Prescribe details necessary for the newly inserted safety education for repair workers (Article 16-12, attached Forms 15-5, 15-6, and 15-7, attached Table 1)

 Prescribe the frequency (yearly), content, and duration (6 hours) of safety education for repair workers.


E. Prescribe details necessary for the newly inserted safety management education for managers of mechanical parking lots, etc. with fewer than 20 spaces (Article 16-15, Article 16-16, Article 16-17, Article 16-18)

 Prescribe the frequency (every 3 years), content, and duration (4 hours) of safety management education.


F. Change the institution responsible for processing applications for safety certification and prescribe details necessary for safety certification in accordance with the change in the competent agency for safety certification (Article 16-3, Article 16-6, Article 16-10, attached Forms 8-2, 8-5, and 8-6)

 Change the institution responsible for receiving applications for safety certifications from the head of Si/Gun/Gu to a specialized agency designated and notified by the Minister of Land, Infrastructure and Transport (designated certification agency), and prescribe grounds to apply for designation as a designated certification agency, etc.


G. Prescribe the deadline and scope of change reports for repair businesses in accordance with tightened requirements for reporting changes to registered information on repair businesses (Article 16-12, Article 16-13, Article 16-14, attached Form 17)

 Prescribe a 30 day deadline for reporting changes to repair businesses, add a change of representative to the scope of change reports, and prescribe that where a repair business registration certificate has been issued, the fact thereof shall be recorded and managed on the information network of mechanical parking lots.


H. Prescribe the method for issuing and displaying marks of suspension of operation in accordance with the newly inserted orders for suspension of operation of mechanical parking lots issued by heads of local governments (Article 16-24, attached Form 15-8)

 Prescribe that the head of Si/Gun/Gu shall issue a mark of suspension of operation when issuing an order for suspension of operation, and that the mark of suspension of operation shall be displayed in a location easily visible to users. Prescribe that when an order for suspension of operation is issued, details thereof shall be entered into the information network of mechanical parking lots.


I. Change the name of the accident investigation and judgment committee in accordance with the amended Act, and modify citations (Article 1-2, Articles 16-16 and 16-17, Articles 16-20 and 16-21, Articles 16-25 through 16-27)

 Prescribe that the accident investigation and judgment committee shall be referred to as the accident investigation committee, and modify citations.


J. Prescribe the scope of exclusion from in-depth safety inspections of mechanical parking lots (Article 16-22)

 Prescribe that cases where there is no damage to the various safety equipment and cases where there is no modification of mechanical parking equipment, etc. shall be excluded from the scope of in-depth safety inspections of mechanical parking lots.
