1. Reason for revision

 As battery fire accidents occur frequently due to the expansion of spread of eco-friendly vehicles, the aim is to secure the lives and safety of majority of our citizens by ensuring road safety with the improvement of inspection standards for high-powered batteries of electric vehicles, hydrogen-electric vehicles, and hybrid vehicles and by strengthening the inspection standards of large passenger vans and cargo trucks with higher risks of traffic accidents than other vehicles due to long-distance driving and excessive loading.


2. Main contents

A. Improvement of inspection standards on and items for electric vehicles, hydrogen electric vehicles, and hybrid vehicles (Article 80, Tables 15 and 16, Form No. 48-3)

  The aim is to ensure that the same inspections may be conducted in all inspection agencies and the battery status may be inspected with the addition of battery inspection items in the corresponding forms by specifying the malfunctioning status of high-powered electric devices, preparing nonconformity diagnosis codes when performing diagnostic tests on electronic devices, specifying the detailed specifications of electronic device diagnostic equipment for diagnosing electric vehicles, hydrogen electric vehicles, etc., and unifying vehicle inspection results into a comprehensive vehicle function diagnosis report.


B. Improvement of regular inspection standards on and methods for large passenger vans and cargo trucks (Article 80.2)

  It is prescribed that the use of low-durable retread tires for the front wheels of large business passenger vans is prohibited, and that inspection results are determined to be nonconforming if engines generate improper vibrations/noise, lubricant flow standards are excessively high/low, or fuel systems are seriously corroded.


C. Improvement of regulations of vehicle inspections (Article 80, Article 154-2, and Tables 15, 16, and 18)

  The inspection standards on the visible light transmittance of window glass of vans for transporting children are clarified; in the inspection scope and facility standards for designated regular inspection & maintenance service operators (private inspection laboratories), improvement is made by prescribing one exclusive lane for inspections and by adding a large vehicle inspection lane for vehicles exceeding 5.5 tons in total weight.
