1. Reasons for Enactment
The Special Act on Future Automotive Parts Industry Transition and Ecosystem Development was enacted (Act No. 19954; promulgated on January 9, 2024; to be enforced on July 10, 2024) to establish a strategic council for invigorating the future automotive parts industry ecosystem under the Minister of Trade, Industry and Energy, prescribe grounds to support the promotion and standardization of the development and commercialization of future automotive technologies, and designate and provide support for enterprises specializing in future automotive parts with the aim of establishing a sustainable future automotive parts industry ecosystem through the enhanced competitiveness and flexible transition of the future automotive parts industry, and contributing to the development of the national economy by stabilizing the domestic supply chain of future automotive parts. Accordingly, this Decree prescribes matters concerning the composition and operation of the strategic council for invigorating the future automotive parts industry ecosystem, designation standards for enterprises specializing in future automotive parts, and other matters delegated by the Act and matters necessary for the enforcement thereof.
2. Major Provisions
A. Procedures for formulating the master plan and action plans for invigorating the future automotive parts industry ecosystem (Articles 2 and 3)
1) Require public notification of the formulation or modification of the master plan.
2) Prescribe that the heads of the relevant central administrative agencies shall formulate action plans for each agency associated with the relevant affairs in accordance with the master plan on a yearly basis and submit them to the Minister of Trade, Industry and Energy.
3) Prescribe that the Minister of Trade, Industry and Energy shall combine the submitted action plans for each agency to formulate an action plan for invigorating the future automotive parts industry ecosystem, and submit it to the strategic council for invigorating the future automotive parts industry ecosystem.
B. Composition and operation of the strategic council for invigorating the future automotive parts industry ecosystem (Articles 4 through 6)
1) Prescribe that the council shall be composed of members such as the Minister of Trade Industry and Energy, Vice Minister of Economy and Finance, Vice Minister of Education, Vice Minister of the Interior and Safety, and other vice minister-level public officials of central administrative agencies concerned with the future automotive parts industry.
2) Prescribe matters concerning the exclusion and evasion of, challenges to, and dismissal of members of the strategic council.
C. Prescribe the scope and method of fact-finding surveys, scope of future automotive technology development promotion schemes, and matters concerning technology transfers and promotion of commercialization (Articles 7 through 9)
D. Prescribe standards and procedures for the designation of enterprises specializing in future automotive parts, and matters concerning support for enterprises specializing in future automotive parts (Articles 10 through 12)
E. Prescribe matters concerning the promotion of digital innovation in the future automotive parts industry, identification of and support for collaborative models, and development of specialist technicians (Articles 14 through 16)
F. Prescribe matters concerning the designation of and support for specialized future automotive parts industry complexes (Article 18)
G. Prescribe matters necessary for the establishment and operation of a future automotive parts data platform (Article 21)
H. Prescribe matters necessary for identifying regulations relevant to future automotive parts and reviewing measures for improvement, etc. (Article 25, Article 26)
