1. Reasons for Enactment
The Special Act on Future Automotive Parts Industry Transition and Ecosystem Development was enacted (Act No. 19954; promulgated on January 9, 2024; to be enforced on July 10, 2024) to establish a strategic council for invigorating the future automotive parts industry ecosystem under the Minister of Trade, Industry and Energy, prescribe grounds to support the promotion and standardization of the development and commercialization of future automotive technologies, and designate and provide support for enterprises specializing in future automotive parts with the aim of establishing a sustainable future automotive parts industry ecosystem through the enhanced competitiveness and flexible transition of the future automotive parts industry, and contributing to the development of the national economy by stabilizing the domestic supply chain of future automotive parts. Accordingly, this Rule prescribes matters concerning the composition and operation of the strategic council for invigorating the future automotive parts industry ecosystem, designation standards for enterprises specializing in future automotive parts, and other matters delegated by the Act and matters necessary for the enforcement thereof.
2. Major Provisions
A. Prescribe the scope of “future motor vehicles” and “future automotive technologies” that are subject to the Act (Article 2).
B. Prescribe the scope of support, such as certification costs when a future automotive parts business establishes and disseminates industrial product standards (Article 3).
C. Specify matters necessary for the designation of enterprises specializing in future automotive parts (Article 4)
1) Prescribe that any person who intends to apply for designation of an enterprise specializing in future automotive parts shall submit the relevant forms, accompanied by documents to verify his/her business situation, etc., to the Minister of Trade, Industry and Energy.
D. Specify matters necessary in regards to support for the establishment of an agreed department or faculty (Article 5)
1) Prescribe that any industrial educational institution that wishes to receive partial assistance for industrial enterprise charges and student tuition fees shall submit the relevant form accompanied by the relevant documents.
E. Specify matters necessary for the establishment and operation of data platforms and the application method for regulatory reforms (Articles 6 and 7)
