1. Reasons for Proposal

Seeds for fisheries are produced in various ways, such as spawning and spat collection, on water surfaces of the land and sea depending on the environment. Accordingly, this Amendment increases the types of permissions for the business of producing seeds for fisheries to allow anyone to produce seeds by making comprehensive use of water surfaces in their environment, thereby aiming to develop the fisheries seed industry into a sustainable industry.

2. Major Provisions

A. Increase the types of permissions for the business of producing seeds for fisheries (subparagraph 2-2 of Article 15 newly inserted)

○ Expand the scope of permissions to allow businesses to produce and sell seeds by using a certain section of the sea surface
