1. Reasons for Amendment
In the current Notice, the standards prohibiting containers and packaging of consumer chemical products that are mistaken or confused as food are enforced, but it is necessary to establish a committee or other mechanism to make a final decision on whether the safety standards are met for cases where determining whether a product is mistaken or confused is ambiguous (Article 10).
If the price of a consumer chemical product remains the same but the weight or capacity decreases, consumers cannot easily notice the change, so this amendment aims to indicate a change and improve to provide accurate information to consumers if weight, capacity, or otherwise, decreases (Attached Table 6 II 7 B).
2. Major Provisions
A. Establish the Committee for Reviewing the Misleading/Confusion of Consumer Chemical Products with Food (Article 10)
Provide a basis for establishing and operating the Committee for Reviewing the Misleading/Confusion of Consumer Chemical Products with Food for final judgment in cases where it is difficult to determine whether a product is mistaken or confused with the safety standards for container, packaging, or weight.
B. Establish provisions for indicating changes in product weight, capacity, etc. (Attached Table 6 II 7 B)
In cases where the weight, capacity, or otherwise of a product is reduced or the unit price (based on ex-factory price) is increased, prescribe changes in weight, capacity, or otherwise to be indicated in order to strengthen the provision of consumer information and support rational choices.
