Reasons for Proposal

Automatic fire detection systems are devices that detect an outbreak of fire by means of heat, smoke, etc., and automatic fire reporting systems are those that interlock with automatic fire detection systems to immediately report the outbreak of a fire to a fire station. These systems are known to be highly effective at fire prevention and initial response to fire.

However, the current law prescribes that automatic fire detection systems and automatic fire reporting systems must be installed only in nursing hospitals among medical facilities regardless of their size, and that mandatory installation of automatic fire detection systems only applies to other medical facilities with each facility’s total area exceeding a certain level.

Since there is a high risk of massive human casualties in case of fire in a hospital-level medical institution mainly used by inpatients, the bill requires that automatic fire detection systems and automatic fire reporting systems be installed to reduce damage caused by fires and that a person who sounds a false alarm be subject to a fine of up to 3 million won (Article 9 and Article 53, paragraph 1, etc.).

The person concerned) with a hospital-level medical institution under Article 3, paragraph 2, subparagraph 3 of the Medical Service Act shall install or maintain and control automatic fire detection systems and automatic fire reporting systems according to the fire safety standards determined and publicly notified by the Administrator of the National Fire Agency, and no one shall attempt false activation of an automatic fire detection system, automatic fire reporting system, or other alarm systems (Article 9, paragraph 2 and 5).
