Reasons for Proposal

To this day, around 480,000 units of construction machinery have been registered across the country and they, along with other non-road mobile sources of pollution, emit 51,355 tons of particulate matter (PM2.5), which is equivalent to 16 percent of national emissions.

They are the second largest emitter of particulate matter after the combustion process of the manufacturing industry and even release more emissions than diesel vehicles. Under the current Act, however, only three types of road construction machinery (dump trucks, concrete mixer trucks, concrete pumps) frequently operated in downtown areas are subject to “regular inspections” while other types of construction machinery remain in a blind spot of regulations on emissions.

Accordingly, the Amendment prescribes that construction machinery shall be subject to comprehensive inspections in the same manner as motor vehicles, thereby aiming to contribute to particulate matter reduction and other improvements to air quality (Article 13 and Article 44).
