Reasons for Proposal
The current Act prescribes that a person who intends to manufacture, assemble or import a motor vehicle (hereinafter referred to as “motor vehicle manufacturer, etc.”) shall self-authenticate that the model of the relevant motor vehicle meets the safety standards for motor vehicles (hereinafter referred to as “self-authentication of motor vehicles”), and where a motor vehicle manufacturer has performed such a job, he/she shall put the mark of self authentication of motor vehicles on the relevant motor vehicle and as for the manufacturing period, mark only the manufacturing year.
Due to such loophole, some motor vehicle manufacturers have been selling months-old cars with degraded performance as a new car, and particularly for imported motor vehicles, consumers are often delivered with a car that has been left in an open yard as a new car. In response, critics say that there is a need to provide information on the manufacturing date of a motor vehicle, etc. to a consumer.
Accordingly, this Amendment requires a motor vehicle manufacturer, etc. to include the "manufacturing month and year of a motor vehicle" in self-authentication information; and punishes violators thereof to protect the rights of consumers.
