Reasons for Proposal

Workers working in industrial sites are always exposed to the risks of injury and death from industrial facilities in their workplaces, and in particular, accidents caused by harmful or dangerous machinery, etc., are constantly occurring.

Although the current Act requires that protective measures for preventing any harm and danger be taken against any power-operated machinery or apparatus that has either a protruding part or part where objects etc., would be rolled up in the rotating machine, it has been pointed out that it is necessary to supplement the prevention of accidents caused by machinery or apparatus, such as the accident that occurred on May 22nd when a worker slipped into the waste plastic crusher while cleaning it at the Hanam Industrial Complex in Gwangju, and the machine failed to stop.

Therefore, this amendment aims to make the installation of power cut-off devices that can stop a machine immediately, an automatic alarm system that can inform workers of danger earlier, etc., mandatory to reduce the likelihood of accidents to workers during operation of machinery and apparatus (Article 80-2 newly inserted, etc.).
