Reasons for Proposal
The current Act requires a person who is engaged in work with a high risk of safety accidents among those engaged in the harbor transport business or port transport-related businesses to receive training executed by the Minister of Oceans and Fisheries.
Despite the training, since safety accidents at the harbor facilities continue to occur, there is a need to strengthen the safety management of workers in harbors.
Therefore, this amendment aims to guide and supervise harbor transport business owners and port transport-related businesses owners by stipulating a harbor safety supervisor appointed in the Ministry of Oceans and Fisheries to manage and supervise the safety of workers in harbors; to prescribe the business owners’ obligation to submit an industrial accident report; and to provide a basis for the formation and operation of a consultative body for harbor safety (Article 27, Article 27-9, and Article 28-2 (1) 4 newly inserted).
Major Provisions
Establish the basis for imposing obligations such as the business report, etc., to confirm whether port transport business owners and port transport-related business owners properly implement safety management measures (Article 27).
Prescribe the business owners’ obligation to submit an industrial accident report (Article 28-2).
