Reasons for Proposal

The shipbuilding and offshore plant industry, which has a large forward-backward linkage effect and technological impact, has been a major export industry so far and has the necessary and sufficient conditions to become a future growth engine in Korea.

However, the growth of the shipbuilding industry has slightly slowed in Korea since 2008 due to the aftermath of the recession caused by the global economic crisis and the rapid growth of competitors such as Japan and China, and as industrial restructuring is in progress from the existing shipbuilding-oriented industry to the offshore plant-oriented composite industry, it is urgent to preemptively promote the industry to survive in the fierce market and technology competition among maritime powers.

Therefore, this Act aims to contribute to the development of the national economy, thereby restoring the international competitiveness of the shipbuilding industry in recession and allowing the industry to quickly respond to the paradigm shift following the industrial restructuring by implementing effective promotion policies through enactment of the Shipbuilding and Offshore Plant Industry Support and Promotion Act.

Details

A. Prescribe that the Minister of Trade, Industry and Energy shall establish a comprehensive plan for support of the shipbuilding and offshore plant industry every five years to promote the creation of the foundation of the shipbuilding and offshore plant industry and reinforcement of international competitiveness (Article 5)

B. Require the State and local governments to promote the development of shipbuilding and offshore plant technologies and provide measures to systematically and comprehensively manage and distribute shipbuilding and offshore plant technology information; and allow the State and local governments to provide the necessary support for the commercialization of technologies certified as new technologies pursuant to Article 6 of the Industrial Technology Innovation Promotion Act (Article 10 and Article 11)

C. Prescribe that the Minister of Trade, Industry and Energy may designate research institutes, laboratories, or organizations related to the shipbuilding and offshore plant industry as specialized research institutes to promote the research, development, and related projects to provide technologies, services, etc., in relation to shipbuilding and offshore plants (Article 13)

D. Allow the Minister of Trade, Industry and Energy to establish and announce standards for shipbuilding and offshore plant technologies, etc., and to recommend their use for the promotion of shipbuilding and offshore plant industry (Article 14)

E. Prescribe that the Minister of Trade, Industry and Energy shall promote international cooperation in the shipbuilding and offshore plant industry (Article 16)

F. Allow the State or local governments to develop shipbuilding and offshore plant industrial complexes to link shipbuilding and offshore plant companies, public institutions, and related academia (Article 17)
