Reasons for Proposal
As the base of the national and regional economy, industrial complexes have played a pivotal role in local jobs as the basis of the manufacturing industry in Korea, but their competitiveness continues to decline due to the stagnation of major industries and aging infrastructure, and difficulty for them is increasing in connection with changes in the economic structure and as the global economy contracts due to the unprecedented infectious disease.
In addition, industrial complexes are an enormous energy consumer that accounts for the largest share of energy consumption in the industrial sector as well as having a high carbon-centered industrial structure with high GHG; therefore, it is urgent to secure competitiveness in industrial complexes through energy structure improvement.
The government has selected the smart green industrial complex in the industrial field as one of the top 10 tasks of the Korean New Deal for sustainable development centered on the environment and people; it will improve industrial complex infrastructure based on world-class ICT competitiveness, and it will implement eco-friendly and green industrial complexes through smart manufacturing innovation of small and medium-sized manufacturing enterprises, improvement of industrial complex energy efficiency, and reduction of carbon emissions.
Therefore, this amendment aims to support the smart green industrial complex development project to be substantially promoted by stipulating the concept and project promotion system of the smart green industrial complex and establishing support policies following the designation of the complex.

A. Define the terms of Smart Green Industrial Complex and Smart Green Industrial Complex Promotion Project (Article 2, subparagraphs 14-2 and 14-3 newly inserted)
B. Allow the Minister of Trade, Industry and Energy to establish and notify smart green industrial complex promotion guidelines for the systematic promotion of smart green industrial complexes (Article 45-9 newly inserted)
C. Stipulate the procedures for the open competition and designation of smart green industrial complexes (Article 45-10 and Article 45-11 newly inserted)
D. Stipulate the propulsion procedures for the smart green industrial complex promotion project, the composition of the project group that supports the project promotion, and matters concerning the project implementor (Article 45-12 through 45-14 newly inserted)
E. Allow project implementors to collect information on occupant enterprises for smart green industrial complex promotion projects and stipulate it (Article 45-15 newly inserted)
F. Stipulate special cases according to the designation of a smart green industrial complex (Article 45-16 newly inserted)
