The logistics warehouse fire in Icheon in April 2020 and the logistics center fire in Yongin in July 2020 along with many casualties spurred the necessity of preparing fundamental countermeasures for fire accidents at construction sites.

Fires from combustible building materials or insulation materials, a large amount of smoke and toxic gases resulting from them, difficulty in evacuation due to the nature of basement work, etc., have been raised as major causes of such large-scale casualties.

Therefore, this amendment aims to prevent fire accidents at construction sites and reduce casualties by strengthening the basement structure and facility standards, such as reinforcing the performance against fire by making finishing materials for interior or finishing materials and insulation for outer walls used for buildings used as factories or warehouses non-combustible as prescribed by Presidential Decree; requiring ventilation equipment to be installed on the basement floor regardless of the size of the building; and requiring direct stairs installed on floors below at least 3 basement levels to be installed in at least two places as special evacuation stairs (Article 52 (3) newly inserted).
