Reasons for Proposal

The current Act requires the state and local governments to publicize and provide education so as to encourage breast-feeding, and support the establishment of breastfeeding facilities, while the postnatal care centers, medical institutions and health centers are required to actively provide knowledge and information on breastfeeding.

However, although transportation-related facilities, such as passenger vehicle terminals and railway stations, among a variety of facilities used by a large number of unspecified people for long hours are required to install rest facilities for pregnant women pursuant to the "Act on Promotion of the Transportation Convenience of Mobility Disadvantaged Persons," there are a lack of pertinent provisions concerning the facilities widely used in daily life such as large discount stores and department stores and transportation means such as railroads and aircraft, thereby giving rise to significant defects in creating an environment for facilitating breastfeeding. 

Therefore, this Amendment aims to require all facilities and transportation means such as large discount stores, department stores, railroads, and aircraft, not only the transportation-related facilities, to install breast-feeding facilities and allow the punishment by an administrative fine of up to two million won for any violation thereof, so as to provide convenience for childcare and contribute to addressing the issue of Korea’s low birth rate (Article 10-3 and Article 27).
