Reasons for Proposal

Recently, COVID-19 infections have spread across public-use facilities where people congregate such as stores, religious facilities, and private teaching institutes.

Hence, some point out that it is necessary to require public-use facilities to take steps to prevent or mitigate the spread of any infectious disease by, among others, reducing the number of users admitted to the facilities during any infectious disease disaster.

This Act aims to require the owners of public-use facilities prescribed by Presidential Decree to designate a health safety officer to take steps to prevent the spread of an infectious disease by, among other actions, reducing the number of its users per floor area to the level prescribed by Presidential Decree amid an infectious disease disaster in an effort to stop the spread of an infectious disease efficiently (Article 49-3 newly inserted).


Major Provisions

Require the owners of public-use facilities to designate a health safety officer to take steps to prevent or mitigate the spread of an infectious disease in such facilities by, among other actions, reducing the number of users per floor area in such facilities to the level prescribed by Presidential Decree amid an infectious disease disaster (Article 49-3 newly inserted).
