Reasons for Proposal

The current Act requires the labeling of genetically modified organism (GMO) on food products or food additives manufactured/processed with agricultural, livestock, and fishery products as raw materials cultivated/grown by bioengineering technologies.

However, since the labeling of GMO is only limited to GMO products with genetically modified DNA (deoxyribonucleic acid) or genetically modified proteins remaining after manufacture/processing, it is pointed out that it does not provide consumers with the correct information about food products.

In this regard, this Act aims to require the labeling of GMO for all food products manufactured/processed with genetically modified agricultural products as raw materials, regardless of whether genetically modified DNA or genetically modified proteins remain, and allow the labeling of GMO-free for food products which do not use genetically modified agricultural products as raw materials or have the percentage of genetically modified agricultural products in raw materials less than 0.9% to guarantee consumers’ right to know and choose (Article 12-2 paragraph 1 and Article 12-5 newly inserted).
