Reasons for Proposal

The current Act allows for designating an area in which facilities used by children, senior citizens, etc., are concentrated from among the areas that are deemed to have severe fine dust pollution as an area subject to intensive management of fine dust, and specifies regular measurement of air pollution levels and frequent operation of sprinkler trucks and vacuum cleaner trucks.

However, the designation scope of an area subject to intensive management of fine dust under the current Act is limited, which makes it difficult to cover all areas with high levels of fine dust pollution, and there is the basis to support only areas subject to intensive management of fine dust, for which it has been pointed out that there is no legal basis to restrict the installation of facilities that may emit fine dust in the area.

In this regard, this Act aims to expand the scope of an area subject to intensive management of fine dust and prepare the basis to restrict the installation of air pollutant-emitting facilities in an area subject to intensive management of fine dust if there is any concern about harm to area residents from exposure to fine dust (Article 22).
