Reasons for Proposal

Medical waste and designated waste can pollute the surrounding environment or cause harm to the human body including infections, and any exposure to such waste may pose a threat to public health or environmental damage.

Currently, industrial waste dischargers, who discharge medical waste and designated waste, outsource waste treatment to waste treatment facilities located far away for reasons including lower treatment cost, which increases the risk of exposure during the transport of such waste.

Hence, this Act aims to divide the treatment of medical waste, which poses a high risk of infections to the human body, into 3 spheres, and require industrial waste dischargers to treat waste within the area where their workplace is located to reduce infection hazards for the surrounding environment or workers during the transport of medical waste and minimize their spread (Article 18 paragraph 6 subparagraph 7 newly inserted).
