Reasons for Proposal

While the construction of Busan Gadeokdo New Airport is what 8 million people in Busan, Ulsan, and Gyeongsangnam-do have wanted, the project has not been started for more than two decades, causing national and social conflict and cost. Hence, this calls for efficient and quick construction of the new airport.

Furthermore, a gateway airport is needed to serve complex functions based on passengers and logistics to contribute to stronger national competitiveness and balanced land development. In preparation for future demand expected to grow along with southeastern regional economic development and the 2030 Busan World Expo, it is urgently necessary to construct an international airport that can operate 24/7 with scalability and accessibility.

It is also needed to strengthen the region’s competitiveness and prepare future growth engines by expanding key infrastructure such as a metropolitan transport network connecting Busan, Ulsan, and major cities in Gyeongsangnam-do with the airport and building cities near the airport.

In this regard, this Act aims to define development planning procedures for an airport to be constructed in Gadeokdo, Busan, obligations by the central and local governments, the government’s financial and administrative support, and special cases required for quick construction to prepare the legal basis and foundation to facilitate the new airport’s construction.

Details

A. Define matters required for efficient and quick construction of Busan Gadeokdo New Airport as an international and gateway airport facilitating global exchanges (Article 1).

B. Specify that the new airport is to be newly constructed in Gadeokdo, Busan while relocating Gimhae International Airport (Article 2).

C. Construct the new airport as a gateway airport with complex functions, as an international airport that can be operated 24/7, and to be a sustainable facility for balanced land development (Article 3).

D. In the event that the Minister of Land, Infrastructure and Transport establishes or approves an action plan by the operator of the Busan Gadeokdo New Airport construction project, consider various authorizations or permits to have been completed to enable the project's timely implementation (Article 12).

E. Establish the Busan Gadeokdo New Airport Support Committee under the Prime Minister to review and support important matters in the new airport’s construction project, and appoint its ex officio members as the Minister of Land, Infrastructure and Transport, the Minister of the Interior and Safety, and the heads of local governments with jurisdiction over the construction site (Article 22).

F. Establish the Busan Gadeokdo New Airport Establishment Group under the Minister of Land, Infrastructure and Transport to smoothly pursue and efficiently manage the new airport’s construction project (Article 23).

G. Allow the government to subsidize or make loans for construction costs within the extent of the budget if any financial support is required for the new airport’s construction project (Article 27).

H. Require the State to accept the results of a feasibility study conducted in the past to implement the new airport’s construction project quickly and smoothly, but allow a supplementary study to be done in a simplified procedure if deemed necessary (Article 32).

I. Allow the State to exempt a feasibility study if deemed necessary to implement the new airport’s construction project quickly and smoothly (Article 33).
