Reasons for Proposal

The current Act stipulates that dietitians and cooks with different requirements and procedures for obtaining licenses and qualifications, and job descriptions shall be placed in meal service facilities, separately, but at the same time, it permits the placement of only one person if one person has both licenses and qualifications as a dietitian and cook.

Safe, sanitary, and nutritionally balanced meals should be provided to those who are served meals, but there is a concern that dietitians and cooks may not be able to perform their respective duties properly because one person may perform both duties at the same time by allowing double licenses for dietitians and cooks under the current Act, resulting in heavy duties and responsibilities to the cook or dietitian.

Therefore, this amendment aims to protect the lives and health rights of many citizens by removing the provision that allows no cooks or dietitians if a dietitian at a meal service facility is licensed as a cook, or vice versa.

Stipulate that both a dietitian and a cook shall be placed by eliminating the provision that allowed only one person to be placed if a person at a meal service facility is licensed and qualified as both a dietitian and cook.
