Considering the geopolitical characteristics of the ROK, the aviation industry is a core basic industry that is the basis of the national strategic industries such as import, export (logistics) and tourism.

However, the crisis in the aviation industry is being prolonged due to the COVID 19 pandemic, but the financial system to systematically support and foster the aviation industry is insufficient.

Therefore, this amendment aims to induce the aviation industry to develop autonomously and strengthen its competitiveness, by establishing an aviation industry development association in which aviation business operators and airport operators are members to accumulate financial resources for the development of the aviation industry and conduct businesses such as public guarantees and investment funds using these financial resources.
