Reasons for Proposal

The military air base located in a densely populated area in the city center of Daegu intrudes upon residents’ living space due to noise and height restrictions, and the fiscal burden continues to increase due to the largest amount of compensation paid for noise-induced damages in the country. Therefore, as the relocation of the Daegu military air base project will be carried out by endowment and concession under the Special Act on the Relocation of Military Air Bases and Support Therefor to address the aforementioned issues and reinforce the combat power, the military-owned runway site, which is jointly used by both military aviation and civil aviation, will be included in the property for sale to finance the military air base project to be relocated, and thus, it is inevitable to relocate the civil airport in Daegu. 

In addition, it is essential to build a logistics- and passenger-oriented gateway airport that covers the Yeongnam region and central inland regions so as to build an airport that is safe from rising sea level due to the rapid climate change, to replace the roles and functions of coastal airports in case of emergency, and to reinforce national competitiveness through balanced national development. 

In addition, it is necessary to expand transportation networks such as roads and railways linking major cities in the Yeongnam region and central inland regions to the new airport in Daegu and Gyeongsangbuk-do, develop and foster nearby cities and industrial complexes so as to provide opportunities for future development and growth.

Therefore, the Act aims to lay the legal groundwork and foundation for the construction of a new airport in Daegu and Gyeongsangbuk-do to facilitate the construction of the new airport in Daegu and Gyeongsangbuk-do by stipulating matters in connection with the establishment of plans, procedures, support projects, raising required funds, administrative and financial support, and special provisions and deregulation required for the project.

Details

A. Stipulate matters necessary for the rapid construction of a new airport in Daegu and Gyeongsangbuk-do geared towards logistics and passengers in Gunwi-gun and Uiseong-gun, Gyeongsangbuk-do, so as to contribute to the balanced national development and reinforcing national competitiveness (Article 1).

B. Develop the new airport in Daegu and Gyeongsangbuk-do as a logistics and passenger-oriented gateway in the Yeongnam region and central inland areas, based on the basic direction set toward reducing the centralization of the Seoul metropolitan area (Article 3).

C. Prescribe matters in connection with the implementation of new airport construction and support projects, such as the exemption and reduction of preliminary procedures, including preliminary feasibility studies, and the establishment of basic plans and implementation plans (Articles 7 through 13).

D. Allow the State to subsidize expenses incurred in building a new airport or lend financial funds within the budget, and prioritize its support for the construction of new airport-related transportation facilities, new cities, logistics infrastructure, and industrial complexes (Articles 14 and 15).

E. Prescribe matters in connection with tax reduction, financial support, support for projects funded by private capital, and other special provisions for the State and local governments to facilitate new airport construction projects (Articles 16 through 23).

F. Prescribe preferential treatment of enterprises that build new airports, tax benefits and financing for foreign-invested enterprises in the construction of new airports (Articles 24 through 27).

G. Prescribe the eligibility for occupancy in free trade areas to revitalize new airports and nearby areas and special provisions for the introduction of the general bonded area scheme (Articles 28 and 29).

H. Allow the establishment of an airport corporation to operate the new airport so as to remain responsible for the efficient operation and management of new airports and set forth matters on the key projects and operations (Articles 30 through 32).
