Reasons for Proposal

The current law mandates the installation of environment-friendly electric vehicle charging stations in public buildings and multi-family housing. Under the law, parking in the charging area of environment-friendly electric vehicle charging stations is prohibited except for electric vehicles, and the mayor/do governor is allowed to clamp down on any vehicles that violate this provision. 

However, since charging stations subject to crackdown on those who interfere with the charging of electric vehicles are limited to the facilities obliged to install environment-friendly electric vehicle charging stations, the obstruction of the charging of electric vehicles continues to occur, and as only mayor/do governors have the authority to crack down on violators and impose fines, it is currently difficult to cope with the situation immediately on the site. 

Therefore, the Amendment aims to extend the scope of subjects of crackdown on the obstruction of electric vehicle charging to cover all environment-friendly electric vehicle charging stations, and establish a basis to delegate the authority to crack down on violators and impose fines to the mayors and the head of Gun/Gu so as to promote the spread of environment-friendly vehicles and improve the convenience of users (Article 11-2 (4), Article 15 (2), and Article 16 (3)).
