Reasons for Proposal

The government has set a goal of supplying 1.13 million electric vehicles and 200,000 hydrogen vehicles by 2025 through the Korean New Deal announced in July 2020 and is preparing to formulate strategies for the spread of future vehicles and dominate the market for the specific implementation of the Korean New Deal. 

However, according to the results of a recent survey conducted among Seoul citizens, the lack of charging stations was counted as the biggest obstacle to purchasing electric vehicles, and only 44 hydrogen stations are in operation nationwide as of January 2021.  As for the electric vehicles, various illegal parking-related behaviors harming others are carried out in charging zones, thereby increasingly causing inconvenience to other users. In addition, the existing general automobile market remains solid, and there are limits to the continued growth of the eco-friendly automobile industry, such as the high production cost in the new industry.

Therefore, the Amendment aims to further impose the obligation to install eco-friendly vehicle charging facilities and exclusive parking areas, increase convenience for charging and parking by means such as intensifying enforcement in relation to the chargers, introduce a purchase objective scheme for eco-friendly vehicles, and establish the basis to support pertinent enterprises, thereby contributing towards creating large-scale demand and cultivating domestic industries. 

Details

A. Expand the scope of hydrogen fuel supply facilities and define eco-friendly automobile-related enterprises (Article 2). 

B. Establish a basis for funding eco-friendly automobile-related enterprises (Article 8-2, newly inserted).

C. Introduce a purchase objective scheme for eco-friendly vehicles for large-scale consumers (Article 10-3, newly inserted).

D. Mandate the installation of eco-friendly vehicle charging facilities and exclusive parking areas for public buildings, etc. (Article 11-2 (1)). 

E. Mandate the installation of at least one hydrogen charging station in the innovation city (Article 11-2 (2), newly inserted).

F. Intensify enforcement of charging facilities and exclusive parking areas for eco-friendly vehicles (11-2 (6), (8) and 16 (2)).

G. Clarify permit procedures for installing permanent facilities on national and public lands (Article 11-3 (2)).

H. When building eco-friendly vehicle charging facilities on national and public lands, make sure to extend the rent reduction limit (Article 11-3 (4) and (5)).

I. Grant the heads of regional, metropolitan and local governments the authority to approve hydrogen fuel supply facility installation plans (Articles 11-4 and 11-5, newly inserted).

J. Formulate a basis to file a corrective order and impose enforcement fines on anyone who fails to fulfill his/her obligation to install eco-friendly vehicle charging facilities and exclusive parking areas (Articles 11-6 and 11-7, newly inserted).
