Reasons for Proposal

Many workers in the delivery industry complain that it is difficult to carry package boxes because the boxes do not have a hole for grasping and are exposed to danger since they must carry slippery boxes in an unstable manner. Furthermore, delivery volumes are increasing due to COVID-19, which exposes delivery workers to long working hours and highly intensive work and raises concerns about possible death from overwork.

However, some suggest that as there is no explicit legal basis to adjust working hours and guarantee break time for delivery workers depending on the amount of work. This needs to be supplemented, and it is necessary to obligate employers to attach handles to heavy delivery packages to help such workers carry them more easily.

In this regard, this Act aims to require those delivery workers performing labor for such service companies be entitled to adjusted working hours and guaranteed break time and that packages heavier than 7 kg be provided with assisting tools such as handles or hooks to ensure their safety and improve their working environment (Article 77, etc.).
