Reasons for Proposal
While the current Act defines obligations to receive safety inspections for outdoor advertisements, etc., and those subject to safety inspection, it does not have seismic design standards in preparation for typhoons, strong winds, and earthquakes and specific safety standards including specifications for nuts and bolts and torque settings for the amount of tightening between walls and bolts depending on the signboard weight, material, length, and width, which leads to a life-threatening situation for passers-by during an earthquake, typhoon, or strong wind.
Thus, this Act aims to require any person installing and managing outdoor advertisements, etc., as prescribed by Presidential Decree to install, maintain, and manage outdoor advertisements in accordance with outdoor advertisement installation standards as determined and notified by the Minister of the Interior and Safety, allow the City Mayor, etc., to order the installer or manager of any outdoor advertisement which is not installed, maintained, or managed in accordance with the installation standards to take necessary action, and impose up to 5 million won in fines for any violation (Article 9-3 newly inserted, and Article 20 paragraph 1 subparagraphs 1-3 and 1-4 newly inserted).
