Reasons for Proposal

According to a 2019 Survey Report on Labor Conditions by Employment Type by the Ministry of Employment and Labor, the wages of female workers was just 69.4 compared to 100 for that of male workers. This gap has continued since 2000 when the Organisation for Economic Co-operation and Development (OECD) published its report on gender wage gap data. Korea is an OECD member that shows the widest gender wage gap in the same period.

To tackle this problem, systematic improvements need to made to ensure effectiveness in the principle of equal pay for equal work under the current Act.

In this regard, this Act aims to put in place a system that allows employees to request wage information for the same type of work to provide a reference for employees to determine equal pay for equal work, impose obligations on public institutions, local public enterprises, and employers with at least 300 full-time employees to submit the Gender Wage Gap Analysis Report, and require the Minister of Employment and Labor to disclose the report to identify the gender wage gap and promote corrective action against discrimination (Articles 9-2 and 17-10 newly inserted).
