Reasons for Proposal

Work from home has spread around the world due to government policies to stop the spread of COVID-19, and many companies in Korea have also introduced work from home in accordance with the government's social distancing policy.

The telecommuting rate in Korea has increased from 4.7% in 2018 to 4.3% in 2019 to 17.4% this year amid the COVID-19 pandemic.

Meanwhile, Facebook CEO Mark Zuckerberg said 50% of all employees will be working from home within 5 to 10 years, and work arrangements are expected to diversify in Korea, including work from home, which has been expanded in a short period of time due to COVID-19.

Therefore, this Act aims to prepare a basis to implement flexible working hours and work from home for a family-friendly work system and ban employers from giving employees any disadvantage for using the system (Article 52-2 and Article 110, subparagraph 1).
