Reasons for Proposal

The current Act aims to protect the health of people and prevent environmental risks by maintaining and controlling indoor air quality in newly built multi-family housing and public-use facilities.

According to the current Act, however, only newly built multi-family housing is subject to such measurements, and private-sector construction companies perform such measurements, which some point out are limited to controlling indoor air quality.

In particular, since there is growing awareness about radon and asbestos, which are hazardous substances causing lung cancer, many voice concerns that indoor air pollutants must be measured and controlled for not just newly built multi-family housing but also already built multi-family housing.

In this regard, this Act aims to make already built multi-family housing subject to such measurements but continue to allow private-sector construction companies to perform the measurements while changing the one certifying the measurement results to the head of a local government in an effort to improve the effectiveness of indoor air quality control (Articles 9, 16, etc.).
