Reasons for Proposal
Low-floor buses are easy to get on and off for wheelchair users, the elderly, etc., because they have no stairs, and these buses have minimal ground clearance; and 42% of city buses were to be introduced as low-floor buses according to the third plan to improve transportation convenience of mobility disadvantaged persons.
However, the nationwide low-floor bus introduction rate was only 26.5% as of 2019, and most of the regions recorded a penetration rate of less than 30%, excluding Seoul city, whose introduction rate was 53.9%.
Therefore, in accordance with the establishment of the fourth plan to improve transportation convenience of mobility disadvantaged persons (2022-2026), the amendment aims to make the introduction of low-floor buses when renting or scrapping low-floor and general buses mandatory to improve the convenience of people with disabilities, the elderly, pregnant women, and persons accompanying infants (Article 14 (7)).
